Ethiopia DAR: 30M Farmers, 8% Income Boost Projected

Ethiopia's Digital Agriculture Roadmap 2025-2032

Headline outcome

Challenge

Agriculture contributes approximately 35% to Ethiopia's GDP and employs 70% of the population, yet the sector faces severe productivity constraints and climate vulnerability. Smallholder farmers lacked access to timely market information, weather forecasts, digital financial services, and extension support. Digital infrastructure costs remained prohibitively high, with charges amounting to 5% of GNI per capita and smartphone costs equating to 100% of GNI per capita. Credit constraints impact over two-thirds of Ethiopia's smallholder farmers, and alleviating these constraints could drive national productivity gains exceeding 60%. The country needed a comprehensive digital strategy to modernize agricultural data, strengthen value chains, and support Ethiopia's ambition to reach lower middle-income status.

Solution

Launched February 4, 2025, by the Ministry of Agriculture in partnership with the Agricultural Transformation Institute, Gates Foundation, World Bank, Boston Consulting Group, and Precision Development, the Digital Agriculture Roadmap (DAR) 2025-2032 integrates digital tools across the entire agricultural value chain. The roadmap prioritizes 12 feasible use cases across six solution areas: agricultural intelligence, supply chain management, financial services, smart farming, pricing and market services, and extension & advisory services. The initiative focuses on 25 key intervention areas including modernization of trade and market information, improvements in agricultural extension services, and enhanced financial access. It aligns with the broader Digital Ethiopia 2025 strategy and involves over 150 actors engaged through funder and partner circles.

Outcomes

The roadmap is officially adopted by the Ethiopian government and is projected to reach 30 million farmers, increase farmer income by 8% after 5 years, and unlock US$90 million for digital agriculture investments. The initiative establishes policy, institutional, and technological foundations for scaling digital solutions across the country. By enabling wider adoption of digital tools across value chains, the roadmap aims to boost smallholder productivity, resilience, and incomes while improving efficiency and transparency in agricultural systems. The DAR represents a transition from pilot projects to sustainable scale, with the government committed to ensuring successful implementation that will lay the foundation for a digitally enabled agricultural economy and position Ethiopia as a leader in digital agricultural innovation in Africa.

Expert Insights

Ethiopia's Digital Agriculture Roadmap represents one of Africa's most ambitious attempts to leapfrog traditional agricultural development pathways through comprehensive digital transformation. The government's official adoption in February 2025, combined with substantial development partner support, demonstrates political commitment at the highest level. The projection to reach 30 million farmers—approximately 43% of Ethiopia's population—with an 8% income increase indicates realistic ambition grounded in assessed digital maturity. The roadmap's strength lies in its comprehensive approach across six solution areas covering the entire value chain, rather than isolated technology pilots. However, success depends on addressing fundamental barriers: smartphone costs equivalent to 100% of per capita GNI and connectivity charges at 5% of GNI create substantial adoption hurdles that will require sustained infrastructure investment and subsidy mechanisms.
